That's a Cataclysm expansion thing. Here in WotLK we don't have tabards for Horde/Alliance race factions (Teldrassil, Silvermoon City, Gnomeregan, Orgrimmar etc.) You need to gain reputation via quests and repeatable cloth donations.

We do have tabards for Argent Crusade, Ebon Blade, Kirin Tor etc. but those reputation tabards only works in level 80 dungeons.
