why can't I rejoice for points

In order to collect points you need to;
1) have at least 1,000 unique achievement points on your account (on Icecrown or Lordaeron)
2) log in for the day

Then you can collect points.

What do you mean by unique points?

If you have "Level 80" achievement on many characters, it is counted only once by "Point system"
So, collectiong the same achievement on different characters is useless (if done to increase your rank)
