Sitting on mail boxes with mammoth should be punishable (at least lightly)
is it a big deal? No
is it annoying? Yes
is there any reason besides annoying players to do it? No
is it anti-social behaviour? Yes
does it prevent players to use an available-intended part of the game? Yes
I think the main reason it's not punishable is that it'd require GMs to spend time on it (since they don't want to punish players unfairly), so I suggest that the punishment is very light (mute or few hours/days of ban) and that it requires 2 screenshots took at least 10-15 mins apart of the player being afk with a large mount (mainly a mammoth) on the mail box. This timespan could be longer that afk-logout timeout to confirm that the player is actively sitting and preventing the logout.
Again, not a big deal but it would be nice to see this kind of behaviour punished someway, so I'm proposing what I think is a reasonable way to do it.

Fixed it for you. Just walk to literally any other mailbox in the city. Making it a bannable offense will only result in more work for the GMs over petty **** like this.

And that's why I presented an easy way to provide an error-proof method to report and punish this behaviour, and suggested a light punishment in place of heavier ones. Fast for everyone and effective.
Besides, it may seem "petty" to you depending on the way you play the game.
But for example I intensely buy and sell items on the AH and this kind of annoyance forces me to spend an additional 8s walking every time. Multiply it by let's say 20 times and you have 2m40s a day wasted for no reason except the twisted fun of a/several lonely guy/s. This makes it 1 hour and 20 min a month of time completely wasted. 16 hours a year.
Not so "petty" now, you must agree.

Or just switch to another city where the mailbox is also next to the auction house?

Capital cities are also hotspots for direct trading (in /s and /y) not just AH. Moreover I don't get this submissive tendency to adapt to anything, even if it's clearly a disruptive/annoyance-aimed behaviour. I suggest you to be a little less self-centered and consider that not everyone plays the game the same way as you do.

Yes, some people like sitting on mailboxes. It could be bannable if done repeatedly over the whole city for a very long period, but someone sitting on one for 20 minutes isn't an issue.
Well, it's possible to make non mount zone near mailboxes
That's actually a very good idea. I don't think that many would complain, but some would. One poossibility would be to make only the mailbox closest one to AH to be non-mount zone. It makes sense because the main mailbox is often accessed coming from the AH (walking zone).
Tbh I find that having to adjust the view is even more annoying than going to the other mailbox.
I'll say it again, why to adapt to such a lame behaviour instead of starting to punish it?
Oh and by the way, once the trolls realize it's punishable the most part of them - if not all of them - would surely stop doing it, rendering reports even not necessary anymore. It's a zero-cost strategy. At the moment they just do it 'cause they know there's no consequence.

Lol self-centered? How? I literally told you that banning people over standing on mailboxes is a waste of time when there's 2+ fixes available right off the bat. If you want to stay in the capital then use a different mailbox, if not go to other city and spam global for trade. Simple and it requires no effort from the staff. Even the staff themselves recommend just using a different mailbox because you're just makin an elephant out of a fly.
no need to waste a gm's time with such tickets, they're busy enough as it is. as others have said, find another mailbox.
And as I have already answered, there are good reasons not to. It's also a waste of time for the community as a whole, and as I also already said it's probably a measure whose repellent value would likely fix the issue once and for all with little to none additional effort after the knowledge it's punishable spreads.
P.s. I'm the first one to report "more important things" on a weekly basis, and as such I value the GM's time. If you re-read my whole post you can see I've actually took it in consideration.
Getting 1000 people banned of whom 5 actually stood on mailbox maliciously, makes perfect sense. Lets keep this up until we play in a big white box, 1 player in each box, everything is sterile and fair. The Perfect game.

Why does people comment without even reading what they are answering to?

If one guy sits on a mailbox longer than the afk-logout timeout with a big mammoth hindering the mailbox usage then he's gonna have to be more careful about that. It's not even like I proposed a 30 day ban lol. Just even a temporary mute could be effective.
From what ive seen on other threads where people complain that ticket times can be up to a week, I agree with others that it's not worth bothering the gms just casue you can't be bothered to zoom in.
