Greetings,
I typically play lag/stutter free at <60ms and >60fps while connected from North America. After the maintenance on the 2nd, I've been experiencing >160 ms and <30fps regularly. What was a smooth and fun experience is now a stuttering lag spree. I stopped playing for a couple weeks hoping it would blow over and go back to normal. It hasn't. I reset my router and confirmed my download/upload speeds were good. Still a mess when I logged back on. I'm struggling to enjoy the game like this.
I'm running on an Intel/RTX performance PC and have Warmane on my SSD. This doesn't seem to be a hardware issue.
Is anyone else experiencing this? Do you know a solution?

it's the newest nvidia drivers released for cyberpunk, it causes bad stuttering with wow. if you updated drivers, rollback to older driver

Wow... THANK YOU! I was on 460.69 that came out with Cyberpunk. I updated to 460.89 and it fixed my issues.

i still get stutters and freezes with 460.89 :(

Yup. It was fixed momentarily, it seemed. After running one dungeon I noticed how bad it was still. Roll your drivers back before the 460.69 update. I have not had issues with Cyberpunk while running on the outdated drivers.

These drivers have been stable for me. These are the Nvidia GeForce drivers I use for my 2080. I recommend you use the driver browser on the website to find drivers for your GPU.
