WotLK Arena Solo Q in Icecrown

Is Arena Solo Q active on Icecrown? I saw on blackrock the NPC is in dalaran next to the regular arena npc however I can't find it on Icecrown. Is it active, is it in the same place?

you can find Soloq npc in Stormwind/Orgrimmar (next to npc for regular 2vs2, 3vs3, 5vs5)

If you are in the right place but you still can not see "Soloq" npc, you need to check account settings:
https://www.warmane.com/account -> settings > scroll down and you will see "disable solo queue access ... "
