I have been playing for 2 days and during these 2 days I've seen how Alliance guys:
* Killed low lvl quest givers in first elf's locations ( Sent DM to couple Guilds, asking for help because I couldn't finish location, they sayed "We can't do nothing, Alliance is stronger in PVP" )
* Killed Whole Undercity and Silvermoon
* Killed Thrall and Sylvanna
In global chat was dialog like
- Alliance is raiding Undercity x40!
- So? Just let them.
I tell that to friends from official, they said that it's not okay. Players from official are fighting for all small cities, and allowing Alliance to kill Sylvanna and Thrall is just unacceptable.
And I have question: Am I missed some epic battle when Horde was defending Thrall and Ogrimmar? (I came in to Thrall's room when body's of guards was fresh and seen none Horde players /players body). Or this is fine on Warmane to let other fraction to just come in and wipe out your capitals? And why High lvl Horde players are saying that Alliance is just stronger than Horde?
Min-maxing is a big thing here.
If a player (who min-maxes and is good) desires to play PvE he will go Horde and if he wants to PvP he will go Alliance. Seeing as people do that, better PvPers will be on Alliance side. Because of them Alliance will win more causing an even greater influx of players, be it good or bad, to Alliance side (because people want to win).
Seeing as how there's more players on Alliance side than on Horde side now (most of the good ones are on Alliance side, speaking about PvP) it puts one side at a disadvantage.
Why bother fighting at a disadvantage when whether you lose or win rampant ******s from Alliance side will flood chat seeking attention or spam with some cringe roleplay (i.e. "We will come back Horde and we hope you'll put up a challenge next time")?
Simple solution to that is just denying them any sort of "win" and let them circlejerk as much as they like until they leave bored, as it was stated above me.
Prepare for Alliance spamming "Horde is trash that's why" ITT.
So, you wanna say that in Horde there are no good PVP players and Guilds that can even try to fightback? And Horde is just whipping bag fraction?
Now on Lordareon Horde is bigger. And in whole Horde there are none Players who want to defend their Capitals? Just bcause "nah, we don't want try to fight, they are going to BM us. If we won't fight they will stop :(" ?

I'm not saying that there are no good PvP players on Horde side, I'm saying most of them will min-max or try to and go to Alliance side. There will always be few exceptions but there's a reason why Alliance have always been better at PvP (or more numerous atleast) and why Horde's PvE side had a lot more guilds clearing ICC in early Lordaeron days than Alliance did.
There is people, it's not just not enough to matter. There were few tries of forming PvP guilds on Horde side which kept losing BGs, skirmishes in WPvP and failed to raid Alliance cities so they just flat out gave up and went to Alliance or quit PvP altogether. It had to be caused by something, either by lack of players to match the force Alliance had and/or just better players being on Alliance because of free trinket (read min-maxing).
So yes, now it's pretty much that - Horde don't fight them because there is no point in doing so and they stopped caring.
People will always move to the winning side, creating imbalance. Biggest proof was Alliance BG que times before crossrealm and mercenary mode).
From what I've been reading, 79 twink community sees Horde winning 90% of the time in BGs. How? Easier access to BiS PvE parts maybe (cuz of more classic raids)? **** me if I know.
We used to have more guilds on Horde but after Mercenary mode many of them went Ally. Even tho some Horde guilds still resist Ally invasions quite well, scpecially WTF Unity that seems to be the most active in this respect lately. I think u just got bad luck with timing but by no means we have an absolute dominance of alliance in terms of world pvp. Horde Mbox are just overall better aswell.
Even in BGs we have horde premades running 24/7 AV, unfortunately they only camp grave and dont care much for win but still its easier to win on Horde side.
And if u care about winning u should join a PvP guild and do premades anyway for BGs so its less of a problem the average Ally player being better then the average horde due to min-maxing advantage.
And raid small cities is pretty easy for both sides, it doesnt work as a metric for dominance regardless.
Both alliance and horde go into enemy territory to kill lowbie and try to start a fight. In both faction there are strong players and guilds which are willing to come and defend their city/spot. If you played alliance you would have experienced the same. What you can do is ask for help in all channels, especially when they are few, most of the time someone will come to kill them. But even when they are 40-50 telling that in global may bring a full pvp guild in defense for the fun of it. Unfortunately sometimes nobody shows up, seems like you were unlucky.
You can relog and get pvp off in friendly territories or change zone if that's the case.
That's your personal opinion tho. Others like to defend cities and do RP PvP.
That's rather common opinion though. This "RP PvP" is a fool's errand trying to think one, or a small team, could make much of a difference, when there's full raid clearing the faction bosses.
Defending could be fun, but by the time it takes to get coordinated/decent defense going, it's already over and opposing faction is moving on.
So the question still stands, why would anybody go to defend? You'll end up dead as rogues are waiting for you to come their way.
I have seen it plenty of times, be it a pvp guild, a pug or a multiboxer, coming and wiping the attacking raid. And when there is a chance of winning the whole city start to jump in, so I wouldn't say people don't like pvp, more like people are lazy and wait for the better occasion.
Obviously when alone you can't do much vs 40, in that case i was talking about single/few gankers
