Question about waterlogged footlockers

Does anyone know if the spawns of this are busted in Ashenvale? I spent a good 30 minutes or so running around, found 2 of them, and they never respawned. There should be considerably more in that area, and I'm pretty certain there wasn't someone else running around there either.

They respawn in 2 hours. The ones in Desolace respawn in 3 minutes and the ones in Redridge respawn in 5 seconds. Whether that's a bug or not I don't know.
