Someone correct me if I'm wrong, but I am pretty sure that playing on Warmane is not against ToS in itself. It's the modifying of the game data manually (changing the realm IPs/domains) is what's actually illegal, but that has nothing to do with internet. You can send and receive whatever requests from Warmane servers.
What is arguably illegal is torrenting the game, as while you download, you also upload to others, which you're not supposed to do. Did any of you with this issue somewhat recently download the game? Because I would point that as the culprit, not actually playing.
Your ISP pretty much should have sent you a letter or a notice. Depending on the country you live and the things you do online they can cut off your net due piracy, you might have downloaded a movie a pirated game or even the wotlk client. There is nothing any of us can do about it
