Why cant i buy iron boot flask from Rork Sharpclaw, the npc is there, i cant take a quest from him, im revvered with expliores league, and i dont remeber if i done the quest but what is the problem???

a) You haven't done the quest.
b) You have it somewhere in your inventory or bank.
