Site Character Name Change

Hi.. I recently purchased a name change for a low level character (lvl 8) and in my account history it shows that a name change was purchased, though on the character screen there is no sign of the option to change names. Is this character too low level? I don't want to log in and waste a change.

It asks you to change your name once you try to log in that character.
