WotLK Bug on an Dragonblight quest blocking progression on questline

I've just had a problem with the quest "Finality" in Dragonblight.
Its supposed to deliver the Phylactery of Thel'Zan to Yuriok, at Wintergarde Mausoleum, and right after delivering the quest i would receive another one on the same questline to kill the Lich.
I didnt auto receive this other quest and its crucial for a questline that would take me to Wrathgate. Can you help me with it?
The next quest would be named "An End and A Beggining"

There it says it has been fixed like,2 years ago, but the quest doesnt work still.
And it is not occuring only with me, there are other players suffering the same problem!

If you are on frostmourne the wrathgate quest chain is locked until 3.3
