How to report an afk bot that does minimal damage to avoid the 5 min report?

Basically there's an afk bot named ------ (ally lock) that willl always always put me on follow when they join bg. theyre on literally any time i try to pvp. but if you avoid combat long enough theyll run to do one spell, then afk again to avoid the 5 min without dmg or healing report so it's literally impossible to get them for afk botting. i know it's an alt of someone in bg because it's always the same people and they send me nasty messages if i ask people to report them afk..which they never do.
