WotLK FPS drops and stuttering

I am only posting this because I've exhausted all of the searches on these forums.

Like many others I have frame rate drops and stuttering.

PC Specs:
HP Pavillion Gaming PC
Intel i7-9700 CPU
GTX 1660TI
16gb RAM

Reading the most basic solutions on the other threads doesn't help me because I can't try them. In my in-game settings, there is no option for V-sync or for Hardware Mouse so I can't uncheck these to see if it works. I don't understand why I don't have these options when other WoW versions I've played do. I downloaded the client from the Warmane link this website. What am I missing here?
