WotLK How can i fix my latency issues? 10.000 gold reward who solve it!

Hey!

I'm playing in Icecrown server, alliance side since 2020. Everything was fine until...
2 weeks ago in the middle of a weekly raid in ICC the game started a strange behavior. In latency i see around 70-110 ms with green light, so that seems pretty OK. But actually in the game every cca. 20 seconds i had a crazy around 2-3 seconds latency drops. All characters and mechanics late 2-3 seconds. For example i wanna cast a spell, i push the button and the character starts to cast it 2-3 seconds later. But not always... this happens only every cca. 20 seconds once. Sometimes this latency is more then 10 seconds... It makes the game unplayable.
I've already tried the following solutions:
- router hardware reset
- router software reset
- ticket in warmane (answer was: try VPN)
- ticket in internet provider (no answer yet)
- delete all addons
- delete game
- try the game on HDD and on SSD
- set utorrent upload limit 10 kB/s
- internet speed test (OK)
- windows reinstall

None of the previous solutions fixed it. I don't wanna try VPN, it worked very well without VPN until 2 weeks ago.
If you guys have any idea that solves my problem, i pay 10k gold in game.
