I was doing some quests in Howling Fyord at Garvan's Reef (the place with pirates) and found a school of fish. I fished it out and got a Blacktip Shark out of it. I didn't know what it was for so I went to Wowhead and found out that its the quest item for Kaluak fishing tournament and I immediately hearthstone'd back to Dalaran and got the "Master Angler of Azeroth" achievement.
I will never again be this lucky but at least now I have the Dread Pirate's Ring heirloom!

Heyo. This happened to me last week on Lordearon.
I was fishing and suddenly I cought the shark. I thought "Damn, the drop chance is kinda high. The quest is probably still bugged, and everyone can return it". I flew to Dala to return it, and I got the same achievement. I then continued fishing, and I found the shark in my inventory twice. The drop chance seemed really high, and the lack of competition seemed strange. But, ye, I returned to the quest giver just to see that only one quest was available.
I still thought that the quest was bugged, and that other guys have probably managed to return it before me. But, no, that wasn't the case because I did the STV fishing event on the next day just to see that you can return it once per day.
So, the fhishing events are working as intended, and we got lucky. ^^
You can actually get either the heirloom ring or the boots once per character (note that boots are soulbound while ring is account shareable). You don't need to be the first one to submit the black shark to win the kaluak fishing tournament.
Although you might need to have grandmaster in fishing to catch the shark. (Grandmaster in fishing is 350, and you need a lure to at least catch something usable in a northern pool of fish)
