Always Seeing First Load Cinmatic

So I having issues I get the video and things set up the way I like them and as soon as I log out everything goes back to like it is the first time launching. I have to accept the user agreement and everything every time. Any idea on how to resolve these issues would be great. It will not even save my account name.
