I was playing on Lordaeron server back around 2016, had character "Wados", Blood Elf Paladin, around Level 30.
What's the point of playing on server if eventually character will be deleted? Blizzard NEVER does that. This single reason is enough to look away from private servers - just pure time waste.
Please restore it, and then I'll back and will keep playing! This is odd IMO.
Server has gone through several inactivity cleanups. In those cleanups, below level 30 characters that haven't been played during the past year, will be deleted.
Characters won't get deleted if they are active.
Blizzard is multi-billion dollar company, and retail WoW costs $60 per expansion and then you get monthly payments $11-15 per a month, depending on your subscription plan. So yeah, what do you expect from pure F2P server?
Accept that your low level character is gone, start new one and maybe you'll have more fun with that one.
Blizzard doesn't have free access and account creation, leading to hundreds of thousands of abandoned characters bloating their databases and messing with the performance for active players. We do yearly clean ups of inactive characters that haven't been played for a long period of time, and the break point is in fact level 30 as you can check on announcements. Characters that are removed from being that low and inactive are gone for good, they can't be restored.

Yes 99.9%, No 0.01%.
Characters won't get randomly deleted. That doesn't mean somebody getting access to your account and deleting it. Or not meeting requirements of future inactivity cleanups (in case the terms change).
If you're active, have your account secured, premium even recommended, your character(s) shouldn't be ever deleted by somebody else or by the system.
It's not a random reason, it's due to it being low level and not touched - not even logged in once - in an year+. But, assuming the clean up rules remain the same, yes, being level 31 would keep it safe from being removed in a clean up, the most that could happen is it lose the name and you need to give it a new one if you take another long break.
