New to WotLK: Libram of Furious Blows

Hello,

I am new to Wrath of the Lich King and am currently playing on the Frostmourne server the game provides. I am a Retribution Paladin main and am looking to obtain the Libram of Furious Blows as I've had it recommended to me as a good libram preraid.

However as I was looking into obtaining it, I've been unsuccessful in finding out how to do it. Apparently Spirit Caller Snarlfang is supposed to give me the quest after finishing a different quest chain. Problem however is that I am unable to start it (or unable to find the NPC).

Am I missing ANOTHER quest chain? I've not done any quests in Borean Tundra yet.
