Help, Can't get Cold Weather Flying

Hey all, I'm level 77 but can't seem to get any flight trainer to teach me cold weather flying. What am I doing wrong?
I've been to Wind Rider Sabamba in Borean Tundra, Wind Rider Jahubo in Hellfire and even the flight trainer in Ogrimmar.
I've tried even turning on unavailable and available in the Filters and still can't see it.
Help please.
