2 same names on Icecrown and Frostmourne. Who will get to keep it?

If i have my character name on icecrown and another player have same name on his character on frostmourne. When frostmourne characters will be transfered to icecrown, who will get to keep the name?

Not the one that was made first, it's always the Icecrown one, no matter the creation date.
Frostmourne is getting transferred to Icecrown, "natives" get preference.
