What an odd question. Sheath of Light is a talent that activates whenever one of your healing abilities crits. So it could be called a proc.

so its like, if i get a insta heal, and its crits on the heal, the sheath of light activates?

No. When you heal yourself or someone else and that heal crits, you apply Sheath of Light on the target. It does not apply to heals received by you when they were cast by someone else.
