By ticket I'm assuming you mean Coin.
The answer is no, Trade is made between players and isn't refundable.

Oh sorry for the misunderstanding, didn't even think about the Lottery as I can't recall anyone ever asking for a refund on that.
But the answer is still a no, the only thing we offer refunding support is Coins.
