Technical Weird performance?

I have a pretty decent computer and for some reason I'm getting only around 100 fps but sometimes it dips even on lowest settings to the 30's and 40's? I'm not sure how to fix this.

CPU: Ryzen 7 3700X
GPU: RTX 2060 6GB
RAM: 32GBs 3200MHz

Wrath client made to run on DirectX 9 will never run consistently decent on any modern rig. Old APIs are gradually being phased out and are not a priority for optimizations. The above advice, plus updating windows 10 to the latest Release Preview update(it should be build 1904x.2192) which apparently has some directx 9 fixes for modern hardware, plus(contrary to popular advice on this forum) install the latest driver for your gpu(522.25 I believe).
