Technical Wanted to reuse my name, it says unavailable

I deleted a character with a specific name (lvl 20) so I could create a new one with the same name. After it took me 2 minutes to create a new one, it says "name unavailable".

Even if it seemed highly unlikely that someone used that name already (given the time between deletion and creation and the uniqueness of it) I tried adding that character name and also whispering instantly with my other character (I went to check immediately) and it said that a character with that name doesn't exist. Which only means that the server got the data mixed up. I've been trying to add that name for over a week and the char still doesn't exist.

My question is, how do I reach Tech Support (email or otherwise), and how does this usually get resolved?
I want my name back because I've used it for the past 10 years in WoW and it doesn't feel right using another.

Your name is being taken by your deleted character in case you want to restore it. You have to wait some time (I'm not sure how long) before you can use that name again.

AFAIK the restoration period is 30 days.
