Hi, is there any way to change fraction between frenzyheart and oracles? or to start over it?

You just need to kill Artruis the Heartless (lich in the cave where you save on of two - frenzyheart or oracle npc) and then save the one you want your rep to grind with. Note: you need to actually finish the frenzyheart chain quest in order to be able to switch.
