You can look into using a cloud based torrent service that seeds and downloads the files for you on their server. It will allow you to download the complete file directly from their server without engaging in P2P activities. I cannot give you any recommendations because I do not use one. Just an idea. Or maybe try a VPN.
I would sue your ISP for violating your Human Rights if it was in Europe.
Torrents are just Peer to Peer network, no policy should ever make a problem for using the Internet protocols.
