WotLK Path to the Citadel PoS Quest Bug

I've killed Forgemaster and I've freed 15 prisoners. The quest says complete, but the person I'm supposed to hand it in to doesn't show up. I've tried abandoning the quest and re-doing it (I received the quest and finished the quest on Heroic difficulty, not that I think that matters but I wanted to add). Anyone have this problem?

Basically, the npc you have to talk to is a slave here. What you have to do is complete the rest of the quest(15 slaves and kill Garfrost) in a heroic PoS, then exit heroic PoS, get one more person and enter NORMAL PoS. Person runs in on a mount, gets proximity aggro on tthe mobs around the npc and runs to the entrance, while you free the npc and talk to it.

At least that's how I've been told people are doing it at the moment. You could also try completing the whole thing on normal difficulty.

Needless to say all this is done with a premade group. Not randoms. Nobody is gonna wait for you in rdf, not to mention if you leave the group, obviously, you can't come back.
