Lowering the Dual Specialization price would allow more people to have a tank and heal specs which would improve the Random Dungeon Queues, especially at low level since low levels can't afford to pay 1k gold unless they are playing on an alter.

No custom changes. Also, there is no real need to pursue dual spec while leveling, not before lvl 60 (where you can afford it on your own even as first character).
