I've looked through the pinned Q&A thread about the marketplace but I didn't find any info about buying characters.
My question is:
1. If I buy a character will it be moved to my account? Or do I get a new account with it?
2. Can I rename the character?

I have another question, I noticed a lot of people sell their chars half naked. I asked someone about it and he said that the gear is in the bank, so I guess you can trade soulbound gear to your other chars if you sell your character?

No. Absolutely wrong. Chars are sold naked, half-naked with only BoEs equipped or fully geared. The reason is every BoP item affects the minimum coin price you can sell the char for. BoEs do NOT affect the price. There's no such thing as "oh look I beat the system, char sold for 30 coins and all gear in the bank ez".
