I'm Alliance, been playing BGs for the past week, and we've been loosing at least 70% of the games. So I don't know how it's the opposite for you :D
It got to depend on the season/time you play at.
As for Blackrock, I've noticed that in every BG basically, there are a lot of fresh chars from Blackrock, with starting Relentless gear, and even though the starting gear on Blackrock is quite good, most people, it seems to me, just go to Blackrock to try a different class/spec or something, and then they obviously underperform.

6.2K non-donor who had to play to learn and achieve all the gear they have. Maybe hundreds of hours of PvP experience.
OR
6.2K who went to a shop. 30 minutes of PvP experience.
So let's say Warmane removed "P2W" shop, you'd want server resets because people have better gear through playing. Then you'd finally notice the gear people once bought didn't actually matter. It was all about experience, dedication and skill all along.
It isn't even just that. The shop has the exact same items available for both factions. The only way it would affect PvP balance between factions is if this person is saying Horde players are poor and unable to donate the same amount as Alliance (has to also ignore being able to trade gold for Coins with other players and get gear with those). Kinda doubt that's the route he wants to take.
There will never be PvP balance while merc is mandatory for some realms and optional for others.
