Rend dmg varies based on your dmg, so if you lose STS or DBW buff you wont be able to re-rend becauswe now it's considered weaker since you dont have trinket procs up.

But i agree with you, in pvp you dont give a damn about the dmg, the duration is what matters.
As it work now i'ts unconvenent yes, but definitely not a bug.
