I know it’s probably been answered but I’m new here and working so I can’t really look for it but are there weapons I can donate for that I can use for my character level 26 and it progresses with my toon? I also read that in the premium benefits it gives you instantly max level so does that apply to every character or?

There is an Icecrown forum below this one, but I will still answer your question.
On your My Account dashboard there is a horizontal menu of My Account, Donate, Store, etc. Click "Services". Select your realm, character, and "Coins" and the next drop-down menu will give you the option to instant level your character, among other things.
The "Store" option will show you what you can buy with your coins, including the account-bound items you mentioned.
