Site Barracks problem cant activate my charracter

Hello! i want to ask why i can not activate my character there is error that says me that i already have 10 activated chars but there are 7 chars not 10 and i cant deactivate any of my characters i deleted a character to try but the error is still there. :)

If the characters you deleted to make room were higher level you will have to wait until the character restoration grace period ends. (I think it's one month)

i didnt delete it the char was in frostmourne before
