What do you mean can't learn? On which realm do you play and which race?

You have Riding skill and appropriate mount? Did you try relog, delete cache folder, anything else?

Open a ticket in game if you want help.

I checked your character.
You don't have apprentice riding skill and that's why you can't learn mount :)
Visit riding trainer (it's usually next to mount vendor) and learn riding first.
