WotLK A Guide to Northern Cloth Scavenging

Hello guys, there is a problem. The NPC does not give me the quest for improved collection of ice cloth, but I already taught tailoring and deleted it, now I studied it again and the spells are not in the book. I've been trying for the second day to get A Guide to Northern Cloth Scavenging but so far there is no result. HELP!

Two days is not enough time to assume that the drop is broken and the book is not dropping. The chances are low (8.5% per boss, 0.12% for some trash NPCs)

Would it happen to need certain level in tailoring that you haven't reached yet?

I got many of them when running RDF's with a Mage (despite learning it through trainer). So under normal circumstances, they should drop. Play more (week maybe) and if they are still nowhere to be seen, write an in-game ticket.
