1. latency issue

    can you check the tracert/ping results screen shots and tell me where to problem start?
    - is it my ISP or my computer or what?
    - My latency is changing always 65-70-80-100-150-300-500-300-200-150-120-90-80-....(normal I was having 60-70)... up and down in different times of the day. When I have issue my friends who has different ISP they don't have latency. But my internet service provider says they did nothing different with abroad ports.
    -download speed is always 90-100 mbps
    -I tried delete all game setup again.
    -I tried other DNS other ips and static ip
    -ipconfig/flushdns
    -Deleted wtf cache interface files
    - tried close firewall and all other defences
    -checked virus no virus
    -changed router
    -changed ont-gpon device
    -called ISP 5 times send mail them 10 times they are *****
    -tried my phone internet normal I had 60-70 on computer. On phone internet is stable 100 latency
    -checked all cables changed with new ones
    -I gave permission on firewall for wow
    -I tried to delete all addons
    -I tried every graphic settings(it was 60 hertz monitor now new one 165)

    I bought new computer and I moved to a new house. Old computer didn't have this latency problem. new one:
    -windows 10 pro orijinal
    -AMD Ryzen 7 7800X3D 4.2GHz (Turbo 5.0GHz) 8 Core 16 Threads 96MB Cache
    -GIGABYTE X670 6400MHz DDR5 Soket AM5 ATX

    now, while winmtr working (9:25 pm - 9:35 pm) there was no latency in game. And yet here is the results:
