I have some coins on my account, however it says I cannot send more. Why come? I would like to make a brand new account with one toon and I cannot transfer all of my coins.

Amount of coins you can gift is related to amount of you've donated. You can't gift beyond that specific limit.

So basically if I do not donate again I will not be able to send more coins anymore? I could send 123 only, now I cannot move on. Is that right?

Yeah. If you reach the cap now, you can expand the cap by adding more it it through donation.
