WotLK Why i can not get wf shoulders on icecrown for 2k soloq rate?

as title says, i got 2k in soloq on icecrown and cannt buy wf shoulders, but on blackrock i get it from soloq... its a bit unfair or is it bug?

You need a personal rating of 2k in 3s or 5s on Icecrown, SoloQ is a custom feature on Blackrock and so are the associated rewards.

Ye but why on Blacrock i can buy it from soloq and on icecrown only real 3s, its not fair.
