SUMMARY:
An idea that I have been thinking about for a while. We could start the new season with max ilvl213 gear. Then after a while, when that season ends, the next season will be ilvl245/252 (I don't know the exact numbers, but the idea is to start with Deadly gear, the next season Furious, then Rele and then back to the current 284. So in other words, progressively gearing up through the seasons.
WHY:
The current 284 meta has been stale for a while. Warriors dominating the 2v2 ladder, armor pen classes being very strong in general. It would be interesting to play in a slightly different gear meta for a while. This could be refreshing and exciting. I also feel like some classes may be at an advantage over others in the current patch, and playing in Deadly gear for a while may bring back to life some classes that are currently weaker.
WHY NOT?
There are of course also arguments to be made against this seasonal progression. For example, it could be a time consuming hassle collecting the gear for Icecrown players. There could also be disappointed players who just recently bought their Shadowmourne or other high ilvl gear for coins, and would then no longer be able to use them in arenas (at least temporarily, because we would eventually be getting back at 284 gear again). For this reason, the seasonal progression should be announced in advance, so that players can prepare.
However, this could give Icecrown players an incentive to do older raids again, which could be refreshing for them as well. Some variation in the gameplay. They would still be able to use their 284 gear, but just not in Arenas and battlegrounds. This way, the Icecrown PvE is practically untouched.
HOW?
For how this system could be implemented, I also have some suggestions.
-There could be a message displayed when trying to enter an arena match or battleground, telling the player that joining the battle is not allowed if they have gear equipped at an item level too high.
-There could be an additional 'Deadly Gear Vendor' added in Blackrock, selling all the gear that is relevant to the Deadly season. The best gear may require arena points and rating to buy. Also on Icecrown. A vendor on Icecrown selling the Deadly season BiS gear for arena points would not interfere with current patch PvE, since that gear is so low level that nobody should normally buy it anyway.
-The only unfair thing I can think of, is that some characters may still have their BiS Deadly gear somewhere in the bank, not having to buy it, so it would give them an unfair advantage. However, the amount of characters that will have this will be relatively small, and also it will only be a temporary advantage, until the other players also obtain the BiS gear from that season.
-Players should also be given the option to make a one-time donation to obtain a full Deadly BiS set (+PvE offparts), which would be relatively cheaper than buying all the seperate items normally, just to give them a fast kickstart in the Deadly PvP season.
IN SHORT:
Progressing through the PvP seasons with increasingly powerful gear could be a refreshing way to still enjoy the game in our favourite expansion, but to increase variation of play and mix up the meta a little bit. It could create new incentives for people to donate. There may be some challenges in how obtaining the gear may be unfair when comparing Blackrock to Icecrown, but in general these obstacles can be overcome, because gearing up is one thing, but after a while, most players will have the full gear equipped anyway. Also, the season should last only temporarily, so if the conclusion is that we didn't like it, we can easily revert back to the current gear patch.
I really hope that the Warmane personnel will look into this. Also, I would be very interested to hear perspectives and thoughts from them about this topic, and how likely it is that something like this will be implemented (even just as an experiment!).

You write that, however, upon creating a new character on Blackrock, it does not give me the option to play in the seasonal mode or anything like that. There is only a template NPC that lets me select a talent spec + gear. And then it jumps you straight to Dalaran, where you can proceed to queue up against 284+Shadowmourne warriors.

No, Blackrock Wotlk will stay as it is.
However, when Onyxia TBC goes live they'll also release a Blackrock TBC version. Both realm will be connected via cross-realm BG and Arena and they will progress from TBC season 1 until Wotlk season 8.
There is no eta yet but they'll release sometime this year.
