Realms Increase minimum level for global Chat in Onyxia to avoid scams

As every Onyxia player has surely noticed, every week or two the same guy pops in global announcing the sale of 550 warmane coins ^cheap. He then uses discord and edited htmls to represent eh has the coins and scam the person. He has done this multiple times, and reporting him is useless since he will make
a new char instantly and level it up to 10. im suggesting raising the minimum level for global chat to 20, 25 or whatever level you might find suitable, so as to deter this type of scam. The guy does not give up, which means it works. Me and my guild report him instantly to no avail.
With the new influx of tbc players, who dont know this guy, he has plenty of new victims waiting.

1. Buying coins outside of Warmane's Donation/Trade is against the rules.
2. That small level increase doesn't make an impact to that kind of scammer(s).
2.1 It will only make normal players being unable to access global for longer.
3. Reports should go easily through if they name a IRL currency price, and you take a screenshot. Use that screenshot in the report, not an edited image.

I'd also like to encourage people to use the "Right click" -> "Report spam" feature in the chat box. It DOES send us notifications. If a scam advertisement gets reported a lot, it'll indicate it to us so that we can verify it and remove them more quickly than having to make a GM ticket.
