Is this normal?

I can't send email to my character that I cross factioned. I can send from the character to my others, but I can't send anything to him.

Only things you can send across faction are heirlooms.

So frosscaction doesnt work with mail things.

Right, all the loopholes are fixed, so everything works properly now. Only "Bind to Account" things can be sent.

But I cant send anything. No gold, no BOE items, no Bind to Account, nothing.

You should be able to send heirlooms, with a condition that they are not enchanted with anything that makes them "soulbound". Check the enchants and also make sure you remove poisons, windfury, whetstones or whatever.
You won't be able to send gold, BOE, C.O.D mails or anything else like that.
