Is the Magisters Terrace available ? i need a Quest called , Hard to Kill but is inside and i need to go in to get the quest but its imposible cause i need to complete the quest to gain acces so , what can i do???

You need to do the quest in normal mode. Completing it will allow you to enter the dungeon in heroic mode.
