Eecipe: Undermine Clam Chowder

Hello people.

Simple question about "Recipe: Undermine Clam Chowder" (https://www.wowhead.com/wotlk/item=1...clam-chowder): Does only the guy in Tanaris, the goblin "Jabbey", sell this recipe? If so, does it have a freaking restock time of 24 hours or something? I have camped all day today, logged in and out to check the recipe and it hasn't showed up yet.

Some people sell it on AH for a few hundreds of G. I can see that it "exists".
Does anyone know how to get it or how often it restocks at Jabbey's inventory?

Got it a few minutes ago.
When it is bought, it doesn't show on Jabbey's inventory for other people.
