That seems to be an issue on wowhead. When you actually read the comments it's pretty clear all of the oldest comments make reference to the fact this belt and recipe are hard to get because you need to be in a high end raiding guild for T5 content. None of them mention BT or how good this item is a 'catch-up'. It's extremely clear these recipes were available before BT was. They should be available now, especially since Onyxia is nothing at all like original TBC anyway. Originally T4 and T5 were released at the same time which didn't happen here. There is absolutely no reason to keep up the pretense.

The relentless earthstorm diamond is said to be from patch 2.1 but it has several comments from 2.0.12 patch. It's possible it was in the game even earlier but nobody had exalted with Consortium so there wasn't much talk about it.
