Does Wrath have outlands? I've been looking, found some results, but don't know if they're true or not. I need to hear it from you guys.

You mean the dark portal? or out of bounds testing grounds for devs? If so, yes to both

Wrath of the Lich King includes vanilla and TBC content. So you can go to Outland in WotLK. It's even a "requirement" as you need a place to level between 60-70 (58-68 in reality).

But if you mean if you can play on a 2.4.3 TBC server with 3.3.5 WotLK client, the answer is no.
Onyxia uses 3.3.5 client though.
