As the title suggests, is Spyglass of the Hidden Fleet available in the Onyxia realm because I haven't seen anyone with it yet? And my other question is, isn't the trinket soulbound? besides, I haven't seen it in AH either.

You haven't seen it because its not that good, there are way better options for threat/mitigation available for tanks. And yes, it drops, every SSC run we do on my guild we see at least one.
