Only 10 people can bang the gong and get the mount / title.
It was forever disabled afterwards.
This is why you cant complete it and will never be able to unless they release a new server with the AQ gates closed.

It was something that ended in the transition from Burning Crusade to Wrath of the Lich King.

Its part of the questline to open the gates to ahn qiraj aka vanilla raids which was added in 1.12
But its okay you go ahead and pretend that it has anything to do with burning crusade while the rest of us will laugh at you.
The only reason why the title was awarded in TBC was due to vanilla not having a system implemented for titles in vanilla.

The transition from Burning Crusade to Wrath of the Lich King happened in the end of 2008, that questline's mount and title weren't available anymore for any server opened after the start of 2009. I'm taking about real time periods, while you seem to play the game a little too much to realize timelines outside it exist.

The Scarab Lord questline finale, quest Bang a Gong is a one time only event on the entire server that happens as part of the Opening the Gates of AhnQiraj event and lasts 10 hours.

After those 10 hours the raid is open and the event is gone forever. Since AQ is out on all realms that by default means you can no longer obtain the mount and quest
