Is this Ninja Looting?

Hello there,

We were in a rdf and a BoE dropped, it was a staff and somewhat a rare and expensive boe, it being RDF didnt let all of us Need roll on it, the healer however needed on it, being a druid, he could

Now the Staff was not for healers, he claimed "I'm Feral" and i told him that your role in this RDF selected by system is a Healer and taking items which are not for your roles is considered Ninja Looting and we asked him to reroll the item to make it fair for everyone but he refused

I took scr shots, now i have two questions

Is this Ninja Looting?
If not, why wouldnt a BoE be free roll for everyone in a RDF, wouldnt it be more fair if everyone could roll on BoEs

Also, dont get me wrong, if an item is needed by a party member by all means He/She have top priority, But am I wrong to expect people roll on items matching their spec?
A healer needing tank items cus he claims his MS is bear doesnt sound right to me
