Lordaeron Perma-flagged bug

This happens only on my Lordareon shaman and non other character on same or other account.

My draenei shaman, Elessrein, is perma-flagged with disabled PVP.
I tp to or log in in Dalaran? Flagged.
I'm in any Ally Sanctuary? Flagged.
My PVP is disabled. I tried turning it on and off, whether in city or not. Waited 5mins. Still flagged.
I noticed now, during Noblegarden, my Spring Rabbit, which I summoned to help people do one of the achievements, flags people. It was not my intention. I physically cannot turn off my PVP mode.

Never had the issue. Last time I played was a couple months back, did some bgs. I might have logged off soon after doing WG or BG back then and didn't log until recently, don't recall if I logged off with a flag - not that it should matter, logging off should drop it with PVP disabled.

Ticket system is now only for ban appeals so I'm at loss at where the hell do I even submit this issue.

Make sure you're not on any pvp quests.
