WotLK reins of the winterspring frostsaber

Hello, is it still possible to get a mount for the repe reins-of-the-winterspring-frostsaber? I wanted to start gaining reputation, but talking to the NPC is impossible. I have neutral, so it should be possible to talk, but the only thing is the sword icon. Do I have to do a quest before the NPC gives me one?

In your character -> reputation tab, make sure you are not at war with the wintersaber trainers.

the problem is that I don't see this reputation in the tab at all and I have no way to check it.. How do I regain the ability to see this reputation?

And it's also like this, that I can't attack this NPC, I only have a sword icon on him, but I can't kill him
